On November 17, Post discussed reftel points with Mary
Kinsella, Assistant Principal for IMO and International
Affairs in the Department of Communications, Marine and
Natural Resources. Kinsella cited Ireland's expectation that
the United States would be re-elected to Category A of the
IMO Council in a pro-forma vote. She observed that the
United States, a Council incumbent, was one of ten candidates
seeking to fill ten Category A vacancies.
