SUBJECT: IRELAND PLANNING ADDITIONAL PAKISTAN EARTHQUAKE
PLEDGES

REF: DUBLIN 1359 AND PREVIOUS

(SBU) On November 16, Post delivered reftel points to Timothy
Joyce, Third Secretary for Emergency and Recovery in
Development Cooperation Ireland (DCI, the aid agency within
the Department of Foreign Affairs). Joyce said that Ireland
was planning to pledge additional funds for Pakistan
earthquake recovery efforts, but would not announce the
amount until the December 9 Ministerial in Pakistan, to be
attended by Foreign Minister Dermot Ahern. Joyce added that
former Prime Minister Albert Reynolds will lead the Irish
delegation to the November 19 reconstruction conference in
Islamabad. (DCI officials, including Post's main
interlocutor on the earthquake, First Secretary for Emergency
and Recovery Cait Moran, have been in Pakistan this past week
touring quake-affected areas.)
