(C) On November 17, emboff delivered reftel points to
Department of Foreign Affairs UN/Terrorism and Illicit Drugs
Section First Secretary Brian Cahalane. Cahalane said that
Ireland supports the adoption of a Third Additional Protocol
to the Geneva Conventions creating a neutral Emblem for the
Red Cross/Crescent Movement. He added that while Ireland is
unlikely to make an individual statement backing the protocol
the Irish support will be realized by a statement likely to
be made by the EU Presidency. Cahalane stated that based on
internal EU discussions on the proactive measures the Swiss
have taken in the Middle East, a successful outcome to the
December conference is likely.
