1. This is an action request. Please see para 3.


2. On October 3, Post discussed reftel talking points with
Therese Healy, Department of Foreign Affairs (DFA) First
Secretary for Disarmament and Nonproliferation. Healy said

SIPDIS
that EU experts would begin to meet in New York on October 4
in the context of the UNGA First Committee session to discuss
proposed resolutions, including the U.S. resolution on
compliance with nonproliferation, arms control, and
disarmament agreements. She noted that Ireland would not
take a position on the U.S. compliance resolution until the
experts' discussions had determined an agreed EU view, most
likely in one to two weeks' time. A favorable EU position
would enable Ireland both to support and co-sponsor the U.S.
resolution, she added.


3. Action request: Healy asked whether the U.S. resolution
text was open to discussion/amendment. She emphasized,
however, that Ireland was not thinking of proposing edits;
she merely wanted to know as a point of procedure. Embassy
would appreciate guidance on Healy's question (which can be
