(C) On September 20, Emboff delivered reftel points to
Department of Foreign Affairs UN/International Terrorism and
Illicit Drugs section First Secretary Maurice Biggar. Biggar
said that Ireland has yet to take a decision on the
designation of the Liberation Tigers of Tamil Eelam (LTTE) as
a terrorist organization. He relayed that at last month's EU
Clearinghouse, the GOI lodged no reservations on LTTE's
designation, but did not actively support it either. He
added that the status of LTTE will be a top agenda priority
at the upcoming October 4 clearinghouse, due to the
assassination of the Sri Lankan Foreign Minister. According
to Biggar, the discussions of LTTE in terms of designation
will center on the possible impact that a designation might
have on the Peace Process. In the end, though, Biggar stated
that Ireland will follow the EU consensus on the matter.
