(C) On September 7, Post delivered reftel demarche regarding
the U.S. proposal on North Korea for the September 12-16
Madrid MTCR Plenary to Therese Healy and Michael Keaveney,
Department of Foreign Affairs (DFA) First and Third
Secretaries, respectively, for Disarmament and

SIPDIS
Nonproliferation. Healy, who will attend the Madrid Plenary,
noted that, if consensus could not be achieved on the U.S.
proposal, Ireland would likely announce that it would
implement the substance of the proposal on a national basis.
She pointed out that Ireland was one of 27 MTCR countries to
annouce at the 2004 MTCR Plenary that it would adopt the
substance of similar U.S. proposals on Syria. Healy believed
that the Department of Enterprise, Trade, and Employment
(DETE, the agency responsible for export controls) would
authorize the Irish delegation in Madrid to follow the "Syria
model" for North Korea if consensus could not be reached.
