1. (SBU) Per REFTEL (A),Post submits the following responses:

RSO Comment: Although Host Nation security services respond
quickly to incidents that may occur in the proximity of the
Embassy compound, incidents that may occur in residential
areas are approached with less urgency. Host Nation security
services lack the resources to effectively conduct routine
patrols and as a result they generally dismiss possible
surveillance incidents as coincidence and will delay
responding or not respond at all.

The Host nation security services are excellent at retrieving
data when requested resulting in a turnaround of 1 to 2 weeks
and sometimes even days. However, records maintenance is
poor and the accuracy of the data is questionable requiring
further inquiry to corroborate information, which results in
delays. Without constant follow up from the RSO or FSNI, the
inquiry is generally forgotten or ignored.
