1. (U) Pol/Econ delivered reftel demarche 2 March to Director
of Bilateral Affairs at the Ministry of Foreign Affairs,
Mohamed Ali Hassan. Hassan stated Djibouti would be very
interested to examine the U.S. position on debt relief. He
told Pol/Econ it would also be good to pass the demarche to
the Department of International Financing in the Ministry of
Finance, which follows Djibouti's international debt. Hassan
said it was important to find a solution, but there was no
common position among the many international finance
organizations. Post will pass the demarche to persons
responsible at the Ministry of Finance in the coming days.
