1. (SBU) In reftel, post reported that BDG plans to accede
to the Convention on the Suppression of Financing of
Terrorism. On August 8, Ministry of Foreign Affairs
Director General Fazlul Karim confirmed to Resident Legal
Advisor (RLA) that Bangladesh will be a party to the U.N
Convention on the Suppression of Terrorist Financing. He
said that the cabinet has approved the accession and the
government is now preparing the Instrument of Accession for
signature by the Foreign Minister. According to Karim, once
the Instrument is signed, it will be sent to the Secretary
General of the United Nations whereby Bangladesh will be a
party to the convention.


2. (SBU) Karim told RLA that BDG will lodge two
reservations. First is a reservation to Section 24 of the
convention, which concerns the resolution of disputes by
arbitration, and if arbitration fails, by the International
Court of Justice.


3. (SBU) BDG's second reservation is that Bangladesh will
not recognize provisions which contravene the country's
constitution.


4. (SBU) Post has requested BDG to confirm via Diplomatic
Note the deposit of the Instrument of Accession.
