(C) Norwegian Ambassador Hans Brattskar called Charge'
early August 19 to advise that LTTE Peace Secretariat chief
Pulidevan had called him late the night before to tell him
that the LTTE has decided to meet with the government to
discuss ways to improve implementation of the cease-fire
agreement (CFA). Pulidevan told Brattskar that this
decision was the direct result of the Norwegian meeting in
London with LTTE theoretician Balasingham and the Norwegian
letter to LTTE leader Prabhakaran passed via Balasingham
(in which agreeing to a CFA meeting was one of five
Norwegian suggestions on ways for the LTTE to show good
faith). Upon receipt of the letter, according to
Pulidevan, Prabhakaran had called an immediate LTTE central
committee meeting at which it was decided to agree to the
meeting with the government. Brattskar said he will now
begin coordinating with the two parties on timing,
location, etc. but that he expects the meeting to take
place "soon."
