1. (U) Maldivian national Ibrahim Fauzee, detained
in Pakistan in May 2002, was returned to MALDIVES
from Guantanamo on March 12, 2005 after it was
determined that he had no connection to terrorism
and posed no threat to the US. Maldivian
Government passed a request from Mr. Fauzee for
return of his passport and educational
certificates, which he states were seized when he
was detained in Pakistan. Post relayed this
request in ref a on May 5. We have received no
reply.


2. (U) Post has now received letter from Human
Rights Commission of MALDIVES. Fauzee had
requested the HRC's assistance in obtaining his
"passport, marriage certificate, educational
certificates, birth certificate etc."


3. (C) Post would appreciate receiving information
on this request. The desirable outcome would be
to return Mr. Fauzee's documents. If documents
cannot be found, we should at least inform Mr.
Fauzee of that situation. Our efforts to give
national leaders and opinion makers in the
MALDIVES a "better understanding of the military
necessity and security rationale for US
detainee operations" so they can "make this
case to their own constituencies" (ref b)will
be strengthened if we can provide some definitive
information on this case.
