1. (C) In the absence of Foreign Minister Aboul Gheit, the
Ambassador delivered reftel demarche to MFA's Chief of
Cabinet Wifaa Bassam on December 2. After consulting with FM
Aboul Gheit, Ambassador Bassam told the Ambassador in a
follow up conversation on December 3 that Aboul Gheit had
instructed the Egyptian delegation in Geneva to "go along
with whatever the Palestinians have agreed to." Bassam added
that Yemen, not Egypt, drafted the amendments in Geneva,
which Egypt then submitted as the representative of the Arab
group.
2. (C) A Swiss Embassy official told poloff in a follow-up
conversation on December 4 that the Swiss Ambassador would
deliver a demarche urging GOE support of the Third Additional
Protocol to Chief of Cabinet Wifaa Bassam on December 5.
