1. Embassy Bucharest nominates the following five Romanian
policymakers plus one American escort for a single country
program for policymakers. Post requests that the program be
scheduled anytime this fiscal year except July - August
2005; would appreciate confirmation of program date ASAP.
Post requests inclusion of both NATO HQ and SHAPE in the
program. Also requests that briefers focus attention on the
Black Sea region. Newly elected President Basescu has
announced that Black Sea regional security is a key
component of Romanian foreign policy.

SHORT JUSTIFICATION FOR NOMINATION: Mirelle Carmen Radoi has
a Ph.D. in Political Science from the National School of
Politics and Public Administration (2004) and a M.A. in
Political Science at the University of Bucharest (1997). She
is director of the Security Studies Journal and one of the
few Romanian experts in Intelligence and Security Sector
Reform - her main interest is Security Sector Reform in
Romania after 2002. Currently, she is teaching two courses
at the National School of Politics and Public
Administration: "Intelligence Agencies - the case of
Romania" and "International Security Organizations (the case
of NATO)". As a presenter or participant, Mirelle Carmen
Radoi has been taking part in many national and
international conferences or seminars on the topics related
to her field: security issues, Intelligence in Romania and
NATO, the role of civil society in promoting "security
education" in NATO countries etc. Also, she has
participated in numerous NATO Studies Center activities
(seminars, round tables, debates etc.). She also is a member
of Romania Society of Political Science and Romanian
Association for Counterterrorism. The NATO Tour will help
Mirelle Carmen Radoi to obtain a deeper understanding of the
relations between Intelligence Agencies in NATO and the EU,
especially now that Romania is a NATO member, and at the
same time seeking entry into the EU in 2007.
BIOGRAPHICAL STATEMENT: Mirelle Carmen Radoi has been
working as Assistant Professor at the National Intelligence
Academy (1996-2004),and at the National School of Politics
and Public Administration (since 2001). She is also
publisher at the TRITONIC Publishing Group, where she is
coordinating the Security Studies Collection. Mirelle Carmen
Radoi is author or co-author of five books and over 50
articles. In 2003 she has published Serviciile de Informa_ii
i decizia politica (Intelligence Agencies and the Political
Decision) - until now, the only academic book on this topic
in Romania.

SHORT JUSTIFICATION FOR NOMINATION: Dan Dungaciu is Senior
Lecturer at the University of Bucharest - Faculty of
Sociology and Social Work - and Principal Researcher at the
Institute for Political Science and International Relations
of the Romanian Academy. He has a M.A. in Political Science
and a Ph.D. in Sociology at the University of Bucharest. His
main fields of interest are: security studies ("societal
security"),nation and nationalism, and religion. He is
teaching two classes for undergraduate students at the

University of Bucharest - Department of Sociology - and one
for postgraduates (MA - "Security Studies") - "Security
Institutions". The course focuses mainly on NATO and the
role of this organization in South Eastern Europe and the
Caucasus Area from political, economical, social, military
and environmental point of view (the course is structured
and presented to the students following the five main
dimensions of security as they have been elaborated and
accepted at NATO Summit in Rome, 2002). Mr. Dungaciu used
to work as a Visiting Research Associate at the Fernand
Braudel Center, State University of New York (SUNY),
Binghamton, 2001-2002. He is a member of many international
associations and, as a presenter, he has taken part in many
international conferences and seminars on NATO related
issues - mainly "societal security" (USA, Great Britain,
Turkey, Germany, Lithuania, Australia, Moldova, Italy etc.).
Such training and exposure as provided on this NATO Tour
will help Dan Dungaciu obtain a deeper understanding of the
present and the future role of NATO in the "Wider Middle
East" and of what NATO Security Doctrine called "societal
security" in the region (Black See, the Caucasus area,
Moldova - Transnistria, South Eastern Europe).

BIOGRAPHICAL STATEMENT: Dan Dungaciu has been working at the
Bucharest University since 1997 - he graduated in 1995.
Currently, he is Senior Lecturer at the Department of
Sociology. Since 1998, he worked as a Principal researcher
at the Institute for Political Sciences and International
Relations of the Romanian Academy. For one year (1996-1997)
he worked as Adviser for ethnic and religious matters in
Central and Eastern Europe at the Institute for Social
Behavior and Geopolitical Studies (ISOGEP),1996-1997. For
three years (1994-1997),he studied religious studies at the
Faculty of Orthodox Theology (University of Bucharest). Dan
Dungaciu is also editor at Lumea publishing for Global
Politics and World Events (2002-at the present),and
Geopolitics - Journal of Political Geography, Geo-politics
and Geo-strategy (2002 - at the present). He is writing
articles for Romanian journal and newspapers, but also for
Moldavian ones - focusing on security issues and the role of
NATO in the region (Black See, Moldova and Transnistria, the
"frozen conflicts" etc.). He has authored or co-authored six
books and more than 50 articles in Romanian and foreign
journals.

SHORT JUSTIFICATION FOR NOMINATION: Marian Zulean is an
adviser on European Integration for the Romanian Government
and associate professor at the University of Bucharest. As
an adviser for the Office of the President on NATO and U.S.
relations (2001-2004) he has contributed (in different task
forces) to Romania's integration in NATO and improvement of
Romanian-US relations. As an academic he pursued different
research projects, such as the one on civil-military
relations in South East Europe sponsored by NATO Academic
Office. Such training and exposure as provided on this NATO
Tour will help Marian Zulean to update his knowledge on NATO
transformation, NATO-EU relations and trans-Atlantic
relations, knowledge that can be useful in his new position
as adviser on ESDP for the Department of European
Integration of the Deputy Prime-Minister.

BIOGRAPHICAL STATEMENT: Having both a military background
and a PhD in sociology, Mr. Zulean is known to be one of the
Romanian specialists in security studies, international
affairs and civil-military relations. On leave from MoD he
pursued not only a career as a public servant for the Office
of the President but also an academic career as a Civic
Education Fellow at SNSPA. Among his latest publications:

SHORT JUSTIFICATION FOR NOMINATION: Ionel Nicu Sava is a
security studies teacher with the University of Bucharest.
He has been extensively working over the past years to
develop this academic field within the civilian education
system in Romania. Previously, he received education on the
new developments in international affairs and security with
the Marshall Center in Germany (1996). A number of research
programs (University of Aberdeen, 1998, NATO HQ, 2001) as
well conferences and seminars that he took part lately
improved his practical experience on Euro-Atlantic security
and NATO transformation. Dr. Sava is currently interested
in studying the relationship between NATO and EU and the
security perspectives in the Black Sea region. The rebasing
of the US military is also of concern to him. The training
and exposure provided by a NATO Tour will help Dr. Sava to
get a deeper understanding of the relationship between the
US and its main European partners.

BIOGRAPHICAL STATEMENT: Ionel Nicu Sava works as a professor
with the University of Bucharest since 2001. Previously, he
served as a senior analyst with the Ministry of Defense
Media Group (1997-2000),as an adviser to the minister of
defense (1994-1996) and researcher (1993-1994). He is also
associated with the Ziua newspaper as chief-editor for the
Ziua Publishing House. Ionel Nicu Sava is well known as an
activist with the Romanian Euro-Atlantic Association in
organizing round tables and debates on different domestic
and international issues.

SHORT JUSTIFICATION FOR NOMINATION: Dorina Maria Nastase
specializes in security policy - foreign policy analysis in
both academic and applied research, covering NATO
enlargement, institutional reform of the security sector,
risk perception in Eastern Europe. She is a founding member
and executive president of a think-tank on international
affairs and global economy, the Romanian Center for Studies
on Globalization, created by a group of young Romanian
researchers returning to Romania after studying in Western
Europe and North America. Such training and exposure as
provided on this NATO Tour will help obtain an updated view
of the security priorities, adaptation and transformation to
be continued by the domestic systems of new allies.

BIOGRAPHICAL STATEMENT: Dorina Maria Nastase has studied and
done research on international relations and security policy
in Romania, France, Hungary (the Central European
University),Switzerland and the UK. She has been working as
a junior diplomat (1997 - 1999),as assistant professor at
the "Babes-Bolyai" University of Cluj (1999 - 2002) and
currently as researcher at the Romanian Center for Studies
on Globalization (2002- present). Ms. Nastase is currently
executive president of the Romanian Center for Studies on
Globalization and writes research reports and short analyses
on international affairs for academic journals in Romania
and abroad, foreign think-tanks and conferences,
international research networks.
