(C) Mission raised reftel points with officials in EU MEPP
Special Envoy Marc Otte's office February 15. The EU will
press Arab donors to support the PA at Thursday's preparatory
meeting for the March 1 Donors' Conference in London. EU
officials noted that both the UAE and Kuwait would be at the
Thursday meeting; it is likely that PA Finance Minister
Fayyad will also attend. Algeria has asked to be invited to
the London conference, but the UK has resisted, according to
Otte's staff, making an approach to Algeria "awkward."
