GONZALES



1. Slovak Minister of Justice Daniel Lipsic is scheduled to
meet with Attorney General Alberto Gonzales at 14:00 on
November 7 in Washington. Poloffs met on 10/26 with MOJ's
Head of the International and European Law Department Peter
Banas and Jana Vnukova, Head of the Division of Coordination
of EU Affairs, to discuss Minister Lipsic's objectives for
the meeting. Lipsic plans to provide AG Gonzales with an
overview of recent judicial reforms in Slovakia including
anti-corruption measures and a recent amendment to the law
against trafficking in persons. He will also highlight GOS
initiatives to address terrorism and organized crime. The
GOS has been supportive on terrorist financing issues and AG
Gonzales may want to encourage Lipsic to push for stronger EU
enforcement efforts. Poloffs suggested to Banas and Vnukova
that a discussion of the impact of EU regulations on law
enforcement in Slovakia may be of interest to the Attorney
General.


2. The meeting is an opportunity to celebrate the successful
completion of negotiations on the implementing instruments
for the US-EU Extradition and Mutual Legal Assistance
agreements. Officials from DOJ and State met with their GOS
counterparts in Bratislava October 17-18 to finalize the
texts. Lipsic plans to submit the agreements to cabinet for
approval in early December with hopes of a mid-December
signing in Bratislava. Parliament would later ratify the
treaties.


3. Minister Lipsic's delegation will include:
- Mr. Radoslav Prochazka, Slovak Representative before the
European Court of Justice and Court of First Instance in
Luxembourg, Ministry of Justice
- Mr. Martin Lauko, Senior Prosecutor of the General
Prosecutor's Office, and Chairman of the Council of the
Judicial Academy.
- Ms. Vilma Privarova, delegate of the Slovak Republic
responsible for foreign Slovaks
