1. (C) On September 8th, Emboffs delivered points in reftel
to MFA Counter-Terrorism Office Counselor Penprapa Vongkovit,
and MFA Department of South Asia, Middle East, and African
Affairs South Asia Division Counselor Arunrung Phothong. The
MFA officials agreed with our support for the continuation of
the peace process in Sri Lanka. The Counselors also noted
that Thailand has previously hosted Sri Lankan peace
discussions and is willing to do so again.


2. (C) Penprapa told emboffs that they would pass U.S.
concerns over weapons shipments to the LTTE to the RTG
National Security Council. Both Penprapa and Arunrung asked
if this message was being delivered to other countries in the
region. They noted that traditionally arms have flowed from
Cambodia through Thailand and also that there are now excess
arms available in Indonesia due to the recent Aceh peace
agreement.
