Cole, Reason: 1.4 ( d) (C) On July 18, Poloff delivered Reftel talking points to Peerasak Chantavarin, Director of the Social Division of the Department of International Organizations (IO), Ministry of Foreign Affairs. Peerasak said that the IO Department would hold a meeting later this week to coordinate Thai policy concerning overall UN reform. He noted that no consensus had been reached yet on how Thailand would vote on the proposed membership of G-4 countries on the UN Security Council. He commented that Thailand's "regional allies," India and China, were exerting pressure on Thailand to support the resolution, but that Thailand shared the US concern for ensuring only qualified members be allowed membership on the UNSC. We also know that the Japanese have been pressing their case at a high level here in Bangkok. BOYCE |
