1.(U) The monthly Visas Viper meeting was held on April 27,

2005. Post's Visas Viper Coordinator is Consular Section
Chief Sonya Tsiros.


2. (SBU) On April 22, 2005 Post sent a memo via e-mail to
INR Visas Viper listing persons involved in the Cecilia
Cubas kidnapping case in Paraguay as possible Visas Viper
entries. Some of the kidnappers are believed to have
connections to the FARC.


3. (SBU) The following names were submitted in the memo:
