SUBJECT: REQUEST FOR U.S. SPEAKER ON COUNTER-TERRORISM
ISSUES


1. Brief program description: Post would like to join PAS
Santiago in a request for a speaker on counter-terrorism
issues (reftel 01643) for three days of presentations
(negotiable) on the fight against terrorism to the
Government of Paraguay Office of the Vice President;
Institute for High Strategic Studies; National University of
Asuncion Graduate School on Political Science; Ministry of
Interior. The proposed topics presented by PAS Santiago
would also suit perfectly prospective audiences in Asuncion.


2. Program dates: October 3-6, 2005 (after Santiago's
program dates).


3. Purpose of program: Reinforce general public and
Government of Paraguay support and awareness on the global
fight against terrorism, and continue to emphasize in broad
terms the negative economic effects of terrorism in a
country.


4. Mission program plan goals: the fight against terrorism,
law enforcement; fighting corruption, democracy-building.


5. Audiences and prospective venue types: high level
government officials, academia, military officers;
journalists covering counterterrorism issues. Post plans to
schedule conferences, public lectures and meetings with key
officials


6. Post would much appreciate a Speaker who is fluent in
Spanish.


7. Funding: Post requests I-bucks for international travel,
honorarium and per diem.


8. Language requirements: That the expert speak Spanish,
echoing Santiago's request that language ability be
mandatory.
