1. (C) Following up on his October 12 meeting with EUR/SE
Director Silliman, MFA DG for Security Affairs Guven provided
a summary of an instruction sent to Turkish embassies in the
UK, Denmark, Germany, Sweden, Hungary, Bulgaria, Belgium,
France, Switzerland, Norway, Greece, the Netherlands,
Austria, Italy, Finland and Romania to demarche their host
governments on PKK activities in the respective countries.
Guven also handed over copies of background notes on PKK
activities provided to each of these Turkish embassies in
support of the demarche. Citing UNSCRs 1373, 1566, and 1624
and the May 2005 Council of Europe Convention to Prevent
Terrorism, the demarche (full text and copies of background
information sent to EUR/SE) argues that in the post 9/11
world, European countries can not afford to continue to take
a passive attitude toward PKK propaganda, financing,
recruitment, training and other other political activities on
their territory.
2. (C) Turkish embassies are instructed to use this
information to make a high-level demarche to their host MFA,
noting that the PKK is recognized as a terrorist organization
by the EU, including under the names of KADEK and KONGRA-GEL.
As discussed with Silliman, Guven would welcome parallel
demarches on the subject by U.S. embassies, ideally after
coordination with the local Turkish embassy.
3. (C) Guven was very appreciative of the demarche made by
Embassy Copenahagen on Roj TV and the prior coordination with
the Turkish embassy. He also provided a 26-page additional
background note analyzing the content of Roj TV broadcasts
that we will also send to EUR/SE.
4. (C) Comment. It appears that the bulk of the
information in the background notes relates to political
activities and terrorist incitement by PKK front
organizations rather than non-terrorist criminal activities.
We made the point to Guven that the planned December 15-16
CIA/DIA/FBI/DOJ meetings with Turkish counterparts will,
hopefully, help focus the Turks on productive law enforcement
activity with the Europeans that will lead to some real
results in the short term. End Comment.
