Director General for Security Affairs Amb. Hayati Guven, who
agreed to consult within MFA, other ministries, and "other
appropriate authorities" (the military). On Sept. 9, Guven
informed PolMilCouns that Turkey will be unable to accept the
Uighur former detainees for "some reasons." When pressed,
Guven acknowledged that Turkey-China relations were the chief
reason for the decision.
