1. (S) Per ref a request, Post coordinated with the UK
mission in Ankara to deliver a joint demarche to MFA Deputy
Under Secretary for Multilateral Affairs Ambassador Nabi
Sensoy on June 9 to request that Turkey share with China
copies of both the legitimate and the false invoice related
to the aluminum shipment destined for Iran via Turkey. At
the request of UK Ambassador Peter Westmacott, because of the
urgency of the issue and the Ambassador's inavailability
until late in the day, Charge called D U/S Sensoy to pass the
message in the morning and UK Ambassador followed up with a
call in the afternoon.


2. (S) D U/S Sensoy told Charge that Turkey did not want to
deal directly with China on this issue but was willing to
share both invoices with the US and the UK. In fact,
according to Sensoy, the documents had already been shared
with the UK mission in Ankara. (Note: Post subsequently
confirmed that both documents had been passed to the UK
through intelligence channels with the caveat that they
not/not be shared. End Note.) Deputy Director General for
Disarmament and Arms Control Bulent Meric notified Charge in
the afternoon that the Turkish government had granted
approval for the UK to release the two invoices to China
without attribution. We understand that the same message was
passed to UK Ambassador Westmacott. Further reporting on
