1. (U) This is an action request -- see para 4.


2. (S) MFA Under Secretary Ali Tuygan informed the Ambassador
on May 18 that the shipment to Iran that he had raised the
day before with Deputy U/S Nabi Sensoy had been stopped by
Turkish authorities.


3. (S) Tuygan said that the British demarche had differed
from ours. One point the British made was that in similar
cases elsewhere, HMG had successfully convinced China to
withdraw such shipments. Sensoy had called in the British
Ambassador on May 18 to request that London and Washington
work together to convince Beijing to withdraw this shipment.
Tuygan relayed the same request to the Ambassador.


4. (S) Action request: We understand that an approach to the
Chinese may already be under consideration in Washington. We
request authorization to inform Tuygan of our decision to
approach the Chinese once it is made and, assuming we move
forward, of Beijing's response.
