SUBJECT: PROLIFERATION SECURITY INITIATIVE: JORDAN REQUESTS
TRAINING AND ASSISTANCE


1. (SBU) A DoD delegation led by Dr. David Cooper, OSD
Director for Nonproliferation Policy, provided GOJ officials
two informational briefings on operational aspects of the
Proliferation Security Initiative (PSI) in Amman December 14.
The focus was on how Jordan could organize at the national
level, cooperate bilaterally with the United States and other
PSI countries, and participate in multinational PSI
operational activities, now that the GOJ has formally
endorsed the PSI Statement of Interdiction Principles (SOP).
Jordan's broad, high-level representation was focused on
practical implementation issues, expressed a willingness for
operational involvement, and on the need to expand PSI
support in the region. Both informational briefings were
marked by Jordanian requests for training and assistance.
Military representatives asked if computer support, and/or
communications equipment were available, while Jordanian
customs representatives asked for x-ray machines needed at
Jordanian points of entry. Both groups acknowledged that
Jordan had little technical expertise in dual-use
technologies and requested training aimed at helping them
identify and account for dual-use technology transfers
transiting Jordanian territory.
