1. (S/NF) A record search on al-Sahaba Bookstore produced the
following Ministry of Industry and Trade company registry
information:

Registered on April 10, 2002
Registry Location: Amman (there are only three registry
offices nationwide; none are in Zarqa)

Further expansion and clarification of this information is
possible, but would likely alert the GOJ to post's interest.


2. (S/NF) RMAS states that the individuals listed for
potential designation are currently under investigation by
the GOJ, and that the most effective way to assure seizure of
assets is for post to approach Jordan's security services
directly. If USG chooses to proceed with the public
designation and/or submission to the 1267 Sanctions
Committee, it is imperative that post be given the
opportunity to notify the GOJ in advance.


3. (S/NF) The Jordanian cabinet is unlikely to react
negatively to the designation of its nationals given their
involvement in support of Abu Mus'ab al-Zarqawi. We would
expect the Jordanian security services to agree to
designation as well. However, the GOJ is still engaged in
working out a formal mechanism for dealing in a timely manner
with requests to freeze assets based on U.S. domestic
designations (reftel B). Even in cases of individuals and
entities designated by the 1267 Committee, we have seen
orders to freeze assets sometimes take as much as 30 days to
be transferred from the Jordanian mission to the UN to the
Central Bank of Jordan.


4. (U) Baghdad minimize considered.
