1. (C) Poloff delivered ref a talking points February 15 to
Waleed Obeidat of the Foreign Minister's private office
concerning the proposed U.S.-Jordan agreement on challenge
inspections under the Chemical Weapons Convention (CWC). MFA
Legal Advisor Samer Naber informed post in December 2004 that
the agreement had been forwarded for review to both the
Jordanian Armed Forces (JAF) and the Ministry of Interior,
since they would be charged with implementation, but that
they had not yet provided any feedback.

2. (C) Obeidat said the MFA had still not received any
comments from either the JAF or Ministry of Interior. He
promised that MFA legal advisors (currently in Cairo at a
conference) would make inquiries early next week and stress
the need for formulating an official GOJ response to the
proposed agreement as soon as practicable.
