1. (U) This cable contains an action request, para. 3.


2. (U) Poloff delivered reftel demarche on December 28 to
Aidar Aitashev, First Secretary, MFA Department of Asia and
Africa.


3. (SBU) Aitashev said that the GOK was interested in
facilitating Kazakhstani companies' efforts to bid for
development contacts related to Iraqi reconstruction. While
Kazakhstan was not in a position to be a donor, the GOK
hoped that Kazakhstani companies could assist in
implementing development projects. ACTION REQUEST: Post
requests information regarding how the GOK could facilitate
Kazakhstani companies' bids for development contracts. END
