1. (C) In response to Ref A demarche, Post received a
diplomatic note on November 23 from the Ministry of Foreign
Affairs. Informal Embassy translation of letter follows:
Letter No. 09-2-1/4676
The Ministry of Foreign Affairs of the Republic of Kazakhstan
presents its compliments to the Embassy of the United States
of America, and in response to the appeal of Ambassador John
Ordway during the October 27, 2005 meeting at the Ministry,
the MFA informs that it cannot deliver spare parts for Mi-8
and Mi-17 helicopters to Pakistan because there are no such
spare parts in the RK.
The Ministry avails itself of this opportunity to renew to
the Embassy the assurances of its highest consideration.

2. (SBU) As noted Ref B, Kazakhstan provided humanitarian
assistance in the immediate aftermath of the earthquake.
Post stands ready to raise any remaining assistance needs
with the GOK.
