I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS:


1. Anne Cummings is now the Action Officer for EXBS
Kazakhstan. Thank you to Joanna Gabryszewski for all her
good work on the EXBS Kazakhstan program.

II. COMPLETED ACTIONS FOR THE REPORTING PERIOD


A. SITE ASSESSMENTS AND MEETINGS CONDUCTED


1. August 5 - EXBS Advisor Offenbacher and Program Manager
Abildaeva met with four representatives of the Maritime
Division of the Kazakhstani Border Service on the eve of
the four's departure to Port Orchard, Washington to attend
a 3-week SAFE Boat training.


B. TRAINING DURING THE REPORTING PERIOD


1. August 2-5 - The Department of Commerce, Bureau of
Industry and Security, Office of International Programs
hosted a Regulations Technical Forum and Workshop in
Washington DC for six Kazakhstani senior export control
officials. Both American and Kazakhstani sides noted the
numerous productive discussions and judged the event a
success.


2. August 8-26 - Two engineers and two coxswains
representing the Maritime Division of Kazakhstan's Border
Service attended a training program at SAFE Boat
International's headquarters in Port Orchard, WA. The
training was provided in connection with the delivery of
three 42-foot SAFE boats to Kazakhstan later this year.
EXBS Almaty received positive feedback from the American
side on Kazakhstan's choice of trainees for the course.
Upon completion of the course, the Kazakhstani students
remarked that the training was highly useful.


3. August 22-23 and 25-26 - David Gilmore of Commonwealth
Trading Partners (CTP) conducted two Internal Control
Program deployments in Stepnogorsk and Petropavlovsk. CTP
received in-country support from the NGO Center for Export
Control, IVT Astana.


C. EQUIPMENT DELIVERED DURING THE REPORTING PERIOD.



1. August 30 - The U.S. Coast Guard procurement of three
SAFE Boats was completed when ownership of the vessels was
signed over from SAFE Boat International to the Government
of Kazakhstan. Although EXBS Almaty initially had some
difficulty getting the Kazakhstani Border Guard to identify
an official authorized to sign for the boats, a letter from
Embassy Almaty's DCM and eleventh hour assistance from
NP/ECC and the U.S. Coast Guard produced the necessary
result and an official from the Embassy of Kazakhstan in
Washington signed for the boats. Custody of the boats will
now be transferred to a shipping company, which will
deliver the boats to their final destination in Bautino,
some 100km to the north of the Caspian Sea port of Aktau.


D. IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE.


1. September 8-17 - Batyr Hommadov, Ashgabat EXBS FSN, will
attend an EXBS office procedures training session in
Almaty.


2. September 20-22 - Three Kazakhstani export control
officials representing the Ministry of Foreign Affairs,
Customs Control Committee and Border Service will attend
the Seventh Annual Export Control Conference in Stockholm,
Sweden.


3. September 26-29 - The National Nuclear Security


Administration's International Nonproliferation and Export
Control Program will hold the fifth Technical Experts
Working Group at the Alatau Sanatorium in Almaty. This
regional event provides a forum for nuclear technical
experts working in the field of export control.


4. September 26-28 - Integrity Awareness training will be
conducted by CTP for 25 Kazakhstani Customs
representatives.


5. September 29-30 - Two CTP representatives will attend
"Industry Outreach Compliance" meetings in Astana. The
goal of these meetings is to obtain agreement on which
Kazakhstani agency has the primary role in building
criminal export enforcement cases, as well as to determine
how training materials should be customized to meet
Kazakhstan's needs.


6. October 3-7 - Strategic Enforcement Tracker training
will be held at a Kazakhstani Border Guard training
facility near Almaty. The course is funded by DTRA and is
designed to assist the Border Guard in securing the "green"
border areas between ports of entry. Training will be
conducted by a team of Department of Homeland Security,
Bureau of Customs and Border Protection patrol officers.


7. October 11-13 - EXBS Advisor Offenbacher and three
representatives from the Maritime Division of the
Kazakhstani Border Service will attend the Black Sea and
Caspian Maritime Conference on Nonproliferation in Baku,
Azerbaijan. The regional conference is being co-hosted by
the governments of the United States and Azerbaijan.


E. SIGNIFICANT DEVELOPMENTS IN EXPORT CONTROLS,
NONPROLIFERATION, OR RELATED BORDER SECURITY.
