1. (U) This cable contains an action request; please see
paragraph 3.


2. (SBU) On August 23, Post received Diplomatic Note No. 10-
1-1/1947 from the Ministry of Foreign Affairs in response to
reftel demarche. Text follows:

The Ministry of Foreign Affairs of the Republic of
Kazakhstan presents its compliments to the Embassy of the
United States, and in response to the Embassy's Diplomatic
Note No. 0746/05 of July 8, has the honor to propose an
exchange of mutual support of the candidacy of the United
States of America for the World Heritage Committee of UNESCO
and the candidacy of the Republic of Kazakhstan for the
Executive Committee of UNESCO in the upcoming elections
which will take place during the thirty-third session of the
General Conference of UNESCO in October 2005 in Paris.

3. (SBU) Action Request: Post requests guidance on a
response to the GOK proposal. Post has no substantive
objection to the proposal.
