1. (SBU) Summary: The Government of Kazakhstan has
subscribed to the Hague Code of Conduct against Ballistic
Missile Proliferation (HCOC). End Summary.


2. (SBU) Zhulduz Baizakova of the MFA's office of
international security told POEC chief on August 16 that the
GOK had formally subscribed to the HCOC, becoming the 121st
state to do so. Kazakhstan sent a diplomatic note to the
Austrian MFA in mid-July, and received a response confirming
completion of the process on July 26.
