1. Emboff delivered Reftel talking points and the text of
the Executive Order to Olzhas Togyzbayev, head of the MFA
Division on the OSCE and International Security Institutes,
on July 15.
2. Togyzbayev did not have an immediate substantive response
to the demarche; he however reiterated Kazakhstan's strong
record of support for U.S.-led anti-proliferation efforts.
He pledged to distribute information about the Executive
Order to concerned GOK agencies and to inform the Embassy of
actions taken.
