1. (SBU) On July 8 Ambassador Ordway, in the framework of a
larger telephone conversation, raised the issue of the G-4
framework resolution with Foreign Minister Minister Tokaev.
Tokayev stated that has instructed Kazakhstan's ambassador to
the UN to abstain. Tokayev also added that he believed the
vote would take place on July 11.
