1. (C) During an Aug. 2 discussion on the proposed Human
Rights Council (ref B),MFA official Nana Bema Kumi told
PolOff that Ghanaian Foreign Minister Nana Akufo Addo will
join African heads of state and other ministers in Addis
Ababa on Aug. 4 for a single-issue summit on UN Security
Council reform. Asked whether this meant the GOG would now
align with the G-4, she said the only differences between the
AU and G-4 approach were the number of non-permanent seats
for Africa which had been resolved and the desire for
additional permanent seats to have the veto. Moving away from
the GOG's prior stance on the necessity of the veto for
African seats (ref D),she said, "We will drop the veto." She
indicated that gaining permanent African seats on the UNSC
was now the GOG's priority. She said she would depart Aug. 3
to accompany the Foreign Minister but that President Kufuor
will not attend the summit.
