1. (C) Nepalese Charge in Abu Dhabi Madhuban Prasad Paudel
paid courtesy call on CDA today (December 28). He talked
mostly about problems faced by upwards of 70,000 Nepalese
workers in the UAE, non-payment of salaries, visa overstays
and deportations, and trafficking issues (including some
cases of Nepalese women being procured for Dubai brothels).
He noted that by Nepalese law enacted in the past two years,
women from Nepal are not permitted to work in the Gulf as
household workers or domestics, but many find ways -- mostly
through agents in India )- to circumvent the prohibition.



2. (C) Paudel briefly touched on Nepal's political troubles,
citing King Gyanendra's loss of support among leading
political parties calling for the monarchy's abolition.
Blaming the Maoist insurgents, he commented that people in
Nepal are becoming used to the tense and unsettled situation.
He said the King last visited the UAE in June 2005, but
contrary to indications (reftel B),did not visit the UAE in
December.


3. (C) A career diplomat, Paudel remarked sadly that after
nine months he feels "lost" here, hinting at problems of
official access. He complained that his small embassy's
lease was cancelled recently and that he will be forced to
move to new quarters at much higher expense due to rising
rents.
