SUBJECT: SPECIAL MEDIA REACTION: GCC SUMMIT

1. SUMMARY: A UAE COLUMNIST IN "AL-ITTIHAD," LAUDED THE GCC'S
CALL TO CLEAR THE MIDDLE EAST OF NUCLEAR WEAPONS. AN ARABIC
EDITORIAL PRAISED THE SUMMIT FOR TAKING MODERATE RESOLUTIONS.
END SUMMARY.

2. Abu Awad, a columnist in Abu Dhabi-based Arabic daily "Al-
Ittihad" (circulation 65,000) wrote 12/20:

"After all, the Middle East which has witnessed major regional
and international wars, does not need a nuclear arms race that
may take it and its people to the point of no return.. On the
contrary, the Middle East needs to redirect budgetary funds
allotted for nuclear weapons, towards ensuring the basic needs of
its people including: modern health care, advanced education,
social prosperity and other requirements of modern life. No sane
person uses nuclear tools as a means for settling disputes and
differences. Some people have tried to add a religious element
to WMD, stating the need for Islamic or Arab WMD. This overlooks
the fact that when a nuclear bomb explodes, it destroys
everybody, including Muslims and non-Muslims. In light of this,
the call made by GCC leaders should not be ignored. The United
Nations should work to keep the Middle East an oasis of stability
and development and not a theater for nuclear experiments."

3. Under the headline "Summit of moderation ", Sharjah-based Pan
-Arab daily "Al Khaleej," (circulation 85,000) 12/20:

"The positions taken by the UAE government reflect the moderate
approach featured in GCC policies. They clearly reflect the
moderate principles on which the UAE has established its foreign
policies. These principles include the precepts of
communication, being a good neighbor, fairness, moderation and
adherence to international legitimacy. However, we expected
greater results from the summit, especially concerning social
issues, modernization and reform..."
