1. (U) Embassy continues to press the UAE Ministry of Foreign
Affairs (MFA) for details of assistance to Iraq. On February
26, the MFA formally informed post, via diplomatic note, that
the UAE has disbursed its entire $215 million Madrid
reconstruction pledge "on projects inside Iraq." On March 6,
after receipt of reftel, EconChief reached the office
director for Assistant Undersecretary for International
Cooperation Mohammed Abduljalil to ask for a breakdown of UAE
disbursements.
2. (SBU) Post will continue to press the UAEG to provide a
breakdown in UAEG disbursements in Iraq. We note, however,
that it has been very difficult to obtain detailed statistics
from the UAE, given the weak federal structure and the fact
that much of the assistance comes directly from the Emirate
of Abu Dhabi -- on behalf of the UAE -- rather than from the
UAE Federal Government.
