1. (U) Poloff delivered refs A & B messages to Drazen
Hrastic, MFA Head of Cooperative Security Section on Sept.
21. Poloff also informed RACVIAC directly of the U.S.
decision (ref B) to accept observer status on Oct. 11.
Hrastic welcomed the RACVIAC decision and noted that the
Dayton Arms Control points reinforced what he had heard from
other USG interlocutors subsequent to his inquiries of us
(ref C).
2. (SBU) Comment: Hrastic informed us that he will be the
first Croatian diplomat assigned to the Croatian contribution
to the German-led PRT in Afghanistan. He expects to arrive
in Afghanistan in early November. We have found Hrastic to
be an energetic and able interlocutor on a broad range of
security, arms control, and non-proliferation issues and
believe he will make a strong contribution to Croatia's
Afghanistan contingent.
