2. (SBU) Armenia's Civil Aviation Department
confirmed to us that Armenia would support the U.S.
in the ICAO part I elections (refs A and B). Karen
Zadoyan, Head of International Relations, GOAM Civil
Aviation Department, already had draft copies of
U.S. position papers (ref A) and expressed Armenia's
enthusiastic support for U.S. papers on the
Universal Safety Oversight Audit Program, Regional
Safety Oversight Organizations, and Increasing
Electronic Communications. He said he personally
agreed with the paper on Flight Information Regions
"inasmuch as it said that the ICAO should base
delimitation decisions only on the operational
efficiency of air traffic management." He called
the paper on Emission Charges a "complicated issue,"
adding that the delegation would have to discuss it
at the ICAO conference. The Armenian Delegation
will include Zadoyan, the GOAM Civil Aviation
Department Artyom Movsisian, as well as Aram
Marutyan.
