1. Per reftel we delivered talking points to Karen
Zadoyan, Director of International Relations, Civil
Aviation department on June 21, 2004. Zadoyan said
that he was confident that Armenia would support the
United States for the ICAO Part I elections. He
added that he had received requests from other
countries to support them for various ICAO council
elections, but was certain about Armenia's support
for the U.S., adding, "There will be no surprises."
Zadoyan will accompany the new Director of Civil
Aviation, Artiom Movsisian, to the ICAO general
Assembly in Montreal in September.

2. Mr. Zadoyan also added that the GOAM was pleased
with a recent FAA-sponsored FSA-funded technical
assistance project in Armenia. The project outlined
changes in Armenia's civil aviation law, in the
organizational structure of the civil aviation
department, and in eleven key regulations. Zadoyan
stated that these changes would bring the civil
aviation regulations in compliance with ICAO
standards and meet U.S. regulatory requirements in
the event that Armenia were to begin direct flights
to the United States.
