C O N F I D E N T I A L THE HAGUE 002675 SIPDIS E.O. 12958: DECL: 10/14/2014 TAGS: PARM PREL MNUC AORC KNNP NL UNGA CDG SUBJECT: DUTCH INCLINED TO SUPPORT "NEW AGENDA" RESOLUTION REF: STATE 220896 Classified By: CLASSSIFIED BY POLITICAL COUNSELOR ANDREEW SCHOFER FOR R EASONS 1.4 (B AND D) (C) PolMilOff delivered reftel demarche to MFA Acting Nonproliferation Director Joan Wiegman on October 14. Wiegman said the Netherlands' delegation to the UNFC in New York has explained that the GONL is "rather satisfied" with the current draft of the "New Agenda" resolution. She said that if it remains in its current form, the Netherlands will support it. PolMilOff pushed back with reftel points, noting that the draft was not balanced and placed too much focus on nuclear weapons states. PolMilOff also stressed that divisions between allies on this issue were not helpful going into the 2005 NPT RevCon. Wiegman claimed there was more support among allies for the new text, and cited Dutch internal reporting which suggesting the Norwegians and Australians see the current text as a big improvement. Comment: Post will elevate this issue with the GONL here, and believes it would useful to also raise again with the Dutch delegation in New York. End comment. SOBEL
