1. (SBU) As requested, post delivered reftel talking points
on July 15 to Alle Dorhout, who has the lead on EU
designation issues in the Directorate for European Integation
within the Department of External Policy at the Ministry of
Foreign Affairs (MFA). Post also delivered the points on
July 16 to Margreet Wenting, Senior Policy Advisor in the
Department of Financial Integrity at the Ministry of Finance
(MOF),who said the MOF would coordinate their response with
the MFA.


2. (C) As an initial response, Dorhout said the GONL,
especially as a coalition partner, would be interested in any
initiative to protect allied forces in Iraq. Dorhout said he
would need to consult with the MFA's legal department and
other appropriate GONL institutions concerning the questions
raised in reftel points and hoped to provide a response by
July 19. MFA contacts subsequently requested more time to
formulate a response. Post will follow up and report any
substantive response.
