START MEMO NOMINATING-JUSTIFICATION:
Richard is one of our key Dutch government interlocutors on
issues concerning the countering of terrorist financing and
anti-money laundering. He was one of the architects and
implementers of the U.S.-Dutch pilot project on
implementation of terrorist assets blocking orders - this
pilot project has been accepted by the FATF and the IMF as
international standards. Richard will continue to play an
important role in shaping Dutch and EU policies and opinions
on these issue through the Dutch EU presidency and beyond.
In particular, Richard works on the key issue of regulating
the financial flows through charities, assessing for the
FATF the policies and regulations of countries whose anti-
money laundering efforts need special attention from the
international community, and in designing regulations for to
prevent the Dutch financial sector from being misused by
terrorists. Both he and we would benefit from an IV
program that enables interaction with a broad range of U.S.
institutions involved with countering terrorist financing
and money laundering including policymakers at Treasury,
Justice, State, and NSC; banks, insurance companies,
financial associations (e.g. American Banking Association),
regulators and law enforcement.
