Currently Mr. Van Leeuwe is the chief policy advisor
handling all aspects of the
procurement of defense equipment. This varies from all kinds
of specific projects as the JSF to the role of the new

European Defense Agency for international procurements
coordination. He is also involved with different aspects of
national defense planning with a special interest in Network
Centric Warfare. Furthermore, he is the point of contact for
the Ministry of Defense for the European Galileo-project. He
is also secretary to the chairman of the bi-national High
Level Steering Groups on military cooperation with Germany
and Norway. In 2001, he was responsible for the drafting of
the annual explanatory memorandum to the defense budget.

Exposing van Leeuwe to U.S. perspectives on defense policy
and procurement, as well as how these issues are constantly
reconciled with dynamic security priorities would further
our stated MPP effort of "encouraging and assisting the
Dutch in pursuit if the transformation of their military
forces along more deployable, interoperable lines in line
with their Prague Summit commitments." It would enhance our
ability to forge a common agenda on NATO defense
transformation as well as challenge him with new U.S. non-
traditional problem-solving approaches for defense
procurement and materiel policy.
Van Leeuwe is an up-and-comer in the small MoD staff which
directly advises the Defense Minister and State Secretary
for Defense. His handling of the very politically difficult
procurement/materiel portfolio during the politically
sensitive JSF acquisition in recent years has proven him to
be a political-military staffer of no mean capabilities. It
could suggest that he will move up to the Division Deputy
job in 2-3 years. In addition to making Dutch forces more
deployable in line with NATO goals, the Ministry of Defense
has been forced to undertake dramatic restructuring of the
Dutch armed forces as a result of mandated budget cuts.
Exposing van Leeuwe to the U.S. trans-Atlantic agenda on
reforming NATO now stands a good chance of seeing mutually
supporting priorities reflected back as the MOD manages this
transition. He would benefit from a better appreciation of
the interplay between different cabinet departments, the NSC
and Congress, as well as the budget challenges caused by the
Revolution in Military Thinking. This would give us an
interlocutor who more effectively interprets the nuances of
U.S. security policy formulation into both Dutch an NATO
defense planning.
