This is a guidance request - see para 1.


1. On August 13, Embassy received a Note Verbale (see para
2) from the MFA requesting USG support for the reelection of
Prof. Fausto Pocar to the International Criminal Tribunal for
the ex-Yugoslavia (ICTY). The MFA also transmitted an
updated curriculum vitae for Pocar, which post has faxed to
S/WCI. Department's guidance on response to Italian request
for support would be appreciated.

Note Verbale

The Ministry of Foreign Affairs presents its compliments to
the Embassy of the USA and has the honor to communicate that
the Italian government has decided to present the candidacy
of Professor Fausto Pocar for reelection as judge for the
ICTY. The elections will take place in November 2004 during
the 59th session of the UNGA.

The MFA expresses its sincere hope that it can count on the
support of the USA for Professor Pocar's candidacy, in light
of the high level of professional qualifications of the
candidate, as shown in the attached curriculum vitae and from
the positive experience he gained during his past position
with the Tribunal (from March 2002) during which time he held
the prestigious post of Vice President.

The MFA avails itself of this occasion to renew to the
Embassy of the USA its highest consideration.
