1. (C) The Ambassador delivered reftel points to MFA U/S
Ambassador Khaled al-Jarallah during their November 2
meeting. He noted that Saudi Arabia had already agreed to
support the U.S. position in favor of the Costa Rican
resolution. The U/S said he would discuss the USG request
with relevant GOK officials, adding that Kuwait would make
every effort to side with the U.S. on the vote.


2. (C) The Ambassador's demarche reinforced the message
delivered November 1 by PolChief to Ambassador Abdullah
Al-Murad, Director of the MFA Department of International
Organizations. Al-Murad reported he had been approached by
the Belgians and expressed deep interest in the positions of
other Gulf states. He said the final decision rested with
Foreign Minister Dr. Mohammed Al Sabah.


3. (C) Comment: The Ambassador's comment that Saudi Arabia
had agreed to support the resolution piqued Jarallah's
interest, and led him to inquire about the positions of other
GCC states. Should other GCC states commit to supporting the
Costa Rican resolution, we suggest that sharing this
information with the GOK may influence their decision.
