1. (C) Ambassador passed reftel message to the Government of Djibouti via Badri Ali Bogoreh, Secretary General of the Ministry of Foreign Affairs and International Cooperation, during a courtesy call March 17 at the Ministry. Badri would not comment substantively on the U.S. plan to dispatch Special Envoy Danforth. He promised to pass the information to President Guelleh. 2. (C) Bagoreh did remark, however, that he was aware of the Naivasha impasse over Abyei and recognized the U.S.'s steady commitment to see the realization of a Sudan peace agreement. He also said that the Sudan civil war is one of several Horn of Africa problems that need early solutions, including the conflict between Ethiopia and Eritrea and the situation in Somalia. RAGSDALE |
