2. (SBU) In response to reftel, Mission verifies that it is
prepared to amend the existing Colombo Plan Letter of
Agreement (LOA) to accept funding of 330,000 USD for the two
projects: The Third Asian Youth Congress and the
Muslim-based Anti-Drug Outreach Centers.
3. (SBU) Mission also provides below proposed draft text for
the amendment to the Colombo Plan LOA:

AMENDMENT TO THE LETTER OF GRANT AGREEMENT ON NARCOTICS
CONTROL AND LAW ENFORCEMENT OF JUNE 26, 1973 BETWEEN THE
GOVERNMENT OF THE UNITED STATES OF AMERICA AND THE
COLOMBO PLAN DRUG ADVISORY PROGRAM
I. GENERAL
The Government of the United States of America (USG) and the
Colombo Plan Drug Advisor Program (DAP) (each individually, a
"Party." Or collectively, the "Parties") jointly agree to
modify and amend the letter of agreement between the USG and
the Colombo Plan DAP, signed June 26, 1973 (the "Agreement")
in the following respect:
The USG will provide USD $330,000 to support two drug demand
reduction projects. The full project description and project
goals are described in Sections II and III below. All other
obligations, terms, and conditions contained in the letter of
agreement dated June 26, 1973 shall remain applicable and in
full force and effect.
Provision of USG grant funding beyond the current fiscal year
is conditioned upon satisfactory progress toward project
goals and the availability of funds authorized and
appropriated on a year-to-year basis by the U.S. Congress and
approved by the USG Department of State, Bureau for
International Narcotics and Law Enforcement Affairs (INL).
II. PROJECT DESCRIPTION
A. Third Asian Youth Congress -- 80,000 USD
Project funding supports the travel and logistical expenses
for Asian youth groups attending the Youth Congress to be
held in Singapore in November 2004.
-- The Colombo Plan DAP will utilize these funds to sponsor
youths from Asian countries attendance at a Youth Congress,
where support and reinforcement for an anti-drug and demand
reduction culture will be the main themes.
B. Establishment of Muslim-Based Anti-Drug Outreach Centers
-- 250,000 USD
Project funding supports the creation of ten outreach centers
in various volatile Muslim regions in Asia that will focus on
demand reduction and associated violence.
-- The Colombo Plan, in collaboration with the U.S. State
Department's Bureau of International Narcotics and Law
Enforcement (INL) will identify regions in Afghanistan, Iraq,
Southern Philippines, Thailand, Indonesia, and Pakistan to
establish anti-drug outreach centers that will work to reduce
drug consumption and associated drug-related violence while
enhancing America's image in these regions.
III. Project Goal and Achievement Verification
The goals of these projects are to enhance the ability of
teenagers to network and receive support in their communities
as well as enabling local organizations to provide demand
reduction programs in their communities.
A. Specifically, the Third Asian Youth Congress is a
follow-on to the DAP's two successful youth congresses that
brought together dozens of teenagers from close to 20 Asia
and Pacific countries. The third congress will continue the
efforts of the previous two in educating and enabling
teenagers to members of the drug abuse prevention culture in
their communities.
B. The Muslim-based anti-drug outreach centers adds to the
DAP's success in utilizing faith-based organizations to
address drug abuse and demand reduction at the community
level throughout Asia and the Pacific. These ten centers
will enhance and widen the DAP's effective outreach at the
grassroots level as well as showcasing positive USG support
for these Muslim communities.
The Colombo Plan DAP will submit after-action report on both
projects in its regularly scheduled reports it submits to the
Department.
