1. (C) PolMilCouns and PolMilOff met Dec. 17 with MFA Deputy
Director General for NATO Affairs Fatih Ceylan to discuss
Turkey's plans for the NATO Training Mission-Iraq (NTM-I).
Ceylan provided information on a series of 1-2 week courses
being offered to Iraqi officers under the auspices of
Turkey's PFP Training Center and Center of Excellence
-Defence Against Terrorism. The Turks are offering courses
for up to 130 participants; these include:

- Combating Terrorism and Illegal Drug Trafficking Course
- Internal Security ISF Flag/Senior Officers Course
- Crowd & Riot Control ISF Flag/Senior Officers Course
- Border Security Control Course
- Refugee Control in PSOs Course
- The Law of Armed Conflict Course
- Terminology for Land Operations in PSOs Course
- Mine/Counter Mine and EOD Course


2. (C) Ceylan stated that Turkey is currently providing two
officers in support of NTM-I in Baghdad. These officers are
not trainers but administrative staffers assigned to the NATO
headquarters in Naples and dispatched by NATO to Baghdad.


3. (C) Ceylan stated that Turkey has no current plans to
provide equipment for Iraqi Security Forces (ISF).


4. (SBU) Comment: While what Turkey has offered for NTM-I is
known within NATO circles, we thought this information would
be useful for those within the USG working on the bilateral
relationship with Turkey. End Comment.
