1. (C) PolCouns delivered ref points on the ICJ advisory
opinion on the Israeli security barrier July 13 to Manar
Dabbas, USA action officer in Foreign Minister Muasher's
Private Office. PolCouns emphasized that all parties must
remain focused on realizing President Bush's vision of two
states, and avoid actions that distract from or undermine
that process. Manar said that Jordan had seen over the past
two days some signs that the Palestinians might not push for
a UNSC resolution in support of the ICJ ruling, but, when
asked for specifics, he admitted that the Palestinians would
likely press the case. He said that Jordan was counseling
restraint on the Palestinians in private, but would remain
with the Arab consensus on this issue in the GA.
